Cut bell peppers lengthwise, and steam face-down until tender (~4 minutes). Meanwhile, heat water to boiling. Mix in rice, broccoli, and onion, reducing heat to low. Cover and let simmer until water is absorbed (~10 minutes). Stir in beans and salsa. Spoon the mixture into bell peppers, and sprinkle with cheese. Steam face-up until the cheese has melted (~1 minute). Top with cilantro and let stand for 1-2 minutes before serving.
