Preheat oven to 325*. Crush pretzel sticks (rolling pin works wonders). Mix crushed pretzels, butter, and 3 tablespoons sugar. Pour into a 9 X 13 pan, and press down flat. Cook for 8 minutes, let cool completely. Beat sugar and cream cheese together. Slowly fold in Cool Whip. Spread on top of the pretzel layer. Mix Jello and water until dissolved. Add in Strawberries. Let sit for ~10 minutes, or until room temperature. Pour onto of the cream layer. Let chill until Jello congeals. Enjoy!
